항만유형분류를 통한 국내 컨테이너터미널 효율성 평가에 관한 연구

초록
컨테이너터미널의 경쟁력은 입항하는 선박의 재항시간을 최소화하여 정시 서비스를 제공하느냐에 달려있으며, 대규모 선대를 보유한 선사를 유치하여 기항지로 선정되는데 결정적인 영향을 미친다. 컨테이너터미널의 경쟁력 확보를 위해서는 효율성의 제고가 필수적이며, 이를 위해 현재까지 컨테이너터미널의 효율성을 측정하고 분석하기 위한 연구가 지속적으로 수행되어 왔다. 그러나 다수의 컨테이너터미널이 집중되어 있는 항구별 집계자료를 분석에 활용하는데 그쳐 독립단위인 개별 컨테이너터미널의 특성을 충분히 반영하지 못하였거나 안벽의 효율성을 위주로 효율성을 평가함으로써 상호 관련된 장치장의 효율성을 충분히 고려하지 못하였다.본 연구는 항구별 집계자료가 아닌 국내 16개 컨테이너터미널로부터 직접 획득한 개별단위의 과년도 자료를 바탕으로, 안벽과 장치장을 함께 고려한 투입 및 산출요소를 선정하여 자료포괄분석을 통해 효율성을 평가하였다. 또한 컨테이너터미널의 항만유형분류를 통해 각 유형별 효율성 분석을 수행함으로써 규모에 따라 본질적으로 상이한 컨테이너터미널의 특성을 고려하여 효율성을 평가하였다. 그 결과 대규모 및 중규모에 해당하는 각각의 동일유형 컨테이너터미널간 효율성에는 차이가 없었으며, 소규모에 해당하는 동일유형 컨테이너터미널간 효율성에는 차이가 존재하였다. 이러한 연구결과를 통해 보다 타당한 컨테이너터미널의 효율성 평가를 위해서는 컨테이너터미널의 환경과 특성을 고려한 접근이 필요하다는 점을 확인하였다.
Abstract
The competitiveness of container terminals hinges on minimizing vessel duration time in port and on-schedule services. For this reason, many researches which focused on heightened efficiency and improved productivity of domestic container terminals have been undertaken. Nevertheless, there were several issues regarding the approach in most previous researches. First, most previous researches used second hand data which was collected by administrative organizations. Second, most previous researches only focused on berth efficiency such as berth length or number of quay cranes but not on yards. Third, even though basically all container terminals have their own features and their own policies but they have all been evaluated in the same way. In this study, firstly we analyzed the recent environment of the port logistics industry. We then collected data from 16 domestic container terminals directly by visiting or calling. Based on this data, we placed the container terminals into 4 categories such as LL, MM, MS, SS by the criteria established through the interview with professionals. Finally, the data was analyzed using DEA(Data Envelopment Analysis). The results of this study insist on the necessity of categorization of container terminals with their own characteristics for the more rigorous measurement of competitiveness. In addition, small-sized container terminals relatively should improve their efficiency.
