The purpose of this paper is to present the policy direction for the collective bargaining design of public officials' union by analyzing comparatively the consciousness of the citizens and public officials on major issues related to collective bargaining design of public officials' union The survey for the consciousness of the citizens and public officials has been conducted for public employees and citizens for two weeks. It includes five major issues related to collective bargaining design of public officials' union-one collective bargaining channel, collective bargaining representative, collective bargaining agenda, dualistic collective bargaining structure, ex officio arbitration The survey was analyzed using statistical methodologies, such as frequency analysis, crosstabs for comparing intergroup differences and finding occupational characteristics. The SPSS program was used to analyze the data. In conclusion, most of target citizens and public officials showed the affirmative attitude toward five major issues related to collective bargaining design of public officials' union-one collective bargaining channel, collective bargaining representative, collective bargaining agenda, dualistic collective bargaining structure, ex officio arbitration
