2단계 CVM 접근방법을 통한 생태관광자원의 가치평가

그동안 20년간 이선선택형 가상가치평가법(DC CVM)은 전세계적으로 환경자원을 평가하는데 주로 사용되어왔다. 그러나 CVM의 장점에도 불구하고 가설적 편의가 발생한다는 한계점을 지니고 있으며, 이 경우 응답자의 지불의사가 과대평가되어 결국 생태관광자원의 진정한 가치를 왜곡하는 결과를 가져올 수 있다. 이러한 차원에서 본 연구에서는 가설적 편의를 줄일 수 있는 접근방법으로 기존의 가설적 상황에서 실제적 상황을 추가하는 2단계 접근방법을 DMZ 생태관광자원을 토대로 분석하였다. 이를 위하여 전국민을 대상으로 할당추출법을 이용하여 지불의사금을 도출하는 설문조사를 실시하였다. 분석결과 가설적 상황이 실제상황에 비하여 DMZ 생태관광자원의 지불의사와 지불금액을 과대평가한 것으로 나타났다. 이러한 연구결과는 CVM에 의하여 생태관광자원의 가치를 평가함에 있어서 가설적 편의를 줄이고, 진실된 경제적 가치를 도출하기 위해서는 2단계에 걸친 실제적 상황의 접근법이 학술적으로나 실무적으로 유용하다는 사실을 제시해준다.
Abstract
For the past two decades a contingent valuation method(CVM) with dichotomous choice has been popularly used for measuring natural resources in the world. However, advantages of CVM are sometimes criticized by hypothetical bias which leads to overestimation of natural resources. In this respect, this paper aims to introduce two-stage approach in order to minimize the hypothetical bias, using DMZ eco-tourism resources. For this end, this study took two stages of approaches: the first stage for hypothetical setting and the second stage for real setting. This study also conducted survey for domestic people in order to elicit willingness to pay, using a self-administered questionnaire.The results of the study indicate that the hypothetical setting overestimated the probability of willingness to pay for the DMZ ecotourism resources as compared with the real setting. The hypothetical setting also appeared to overestimate the amount of willingness to pay as compared with the real setting. The findings imply that the real setting is useful approach of minimizing hypothetical bias, contributing to eliciting real value.
