한국 의료관광(Medical Tourism) 활성화 방안에 관한 탐색적 연구

본 연구는 아시아 주요 국가의 의료관광산업과 비교하고 국내 의료관광의 실태분석을 통해 한국 의료관광산업의 활성화를 위한 기반을 조성하는 전략방안을 탐색함에 있다. 본 연구 결과 제시하고자 하는 시사점은 다음과 같다. 첫째, 의료관광산업의 외화획득 및 고용창출 효과에 대한 관련 업계 및 정부의 인식의 개선이 무엇보다 필요하다. 둘째, 해외환자 유치촉진을 위한 현행 의료법의 과대광고 금지 조항 등에 대한 규제를 완화하는 등 제반 법률의 정비가 시급하다. 셋째, 외국인 환자 유치 특히, 일본 및 중국인 관광객 유치에 적합한 의료관광상품 개발과 마케팅 및 홍보 전략이 절실히 요구된다. 넷째, 의료관광을 수출산업으로 인정하고, 외국인 의료관광객을 유치하고 외화를 획득한 우수한 병원 및 여행사에 대해서 지원 대책이 필요하다. 마지막으로 의료관광 등 특정 목적의 방한 외국인에 대해서는 의료관광비자(Medical Visa)제도 도입 등 특별입국 촉진 방안을 마련하도록 한다. 우리의 의료관광산업은 매우 성장 잠재성이 있는 분야이므로 관련업계, 학계, 정부가 협력하여 의료관광을 활성화하는데 많은 노력을 기울여야 할 것이다.
Abstract
Most of the countries in Asia have developed medical tourism, one of the health tourism, for next generation in past years. Compared with other Asian nations, South Korea needs some strategies to active health medical tourism.First of all, the government should not spare any efforts to promote social consciousness for medical tourism and foster medical tourism industry.Secondly, the current medical law regulating medical ads to lure the patients from abroad should be eased.Thirdly, the strategies of a publicity campaign as well as the marketing for medical tourism are needed to induce tourists from Japan and China.Fourthly, the government should consider medical tourism as an export industry and support the tourism agencies and the hospitals earning a lot of foreign currency by treating foreign patients using their state-of-the art technology.Lastly, the government should pass the special law that makes foreigners for medical treatment or tour be admitted into the country easily.There is the limitation of this study because of no definition of medical tourism in Korea and few precedent studies.
