환율불확실성의 경제적 파급효과 분석

대외여건 변화에 크게 영향을 받는 경제구조를 가지고 있는 우리나라의 경우 외환위기 이후 환율변동성이 높아지면서 불확실성(exchangerate uncertainty)도 크게 확대되고 있다. 이에 따라 우리 경제의 안정적이고 지속가능한 성장(stable and sustainable growth)을 위해서는 먼저 불확실성을 줄이는 것이 매우 중요한 과제라는 인식이 확산되고 있다. 본고에서는 환율불확실성을 측정한 후 벡터오차수정모형을 구성하여 환율불확실성이 경제에 미치는 파급효과를 분석하였다. 그 결과 환율불확실성이 확대될 경우 수출입물가가 상승하고 수출입물량은 감소하는 것으로 나타났다. 또한 환율불확실성이 높아질 경우 인플레이션 불확실성도 높아지는 것으로 분석되었으며, 금리를 상승시키고 주가를 하락시키는 등 경제전반에 부정적 영향을 미치는 것으로 나타났다. 이러한 부정적인 효과는 외환위기 이후 더욱 증대된 것으로 확인되었다. 이는 환율불확실성의 부정적 효과가 장기적으로 성장동인(momentum)을 약화시킬 수도 있음을 시사하는 것으로 정책당국은 불확실성을 축소하기 위한 정책적인 노력을 기울일 필요가 있다. 아울러 기업들도 환위험(exchange risk) 관리의 중요성을 인식하고 결제통화의 다변화, 환위험 관리능력의 배양 등을 통해 환율불확실성 증대에 따른 부작용을 최소화하려는 노력을 기울여야 하겠다.
Abstract
With exchange rate regime shifted to the free floating system in December 1997, and after the Korean financial crisis of 1997-1998, won/dollar exchange-rate uncertainty has highly increased. As a result, reduction of exchange-rate uncertainty has become one of the crucial tasks for a stable and sustainable growth in Korea. In this paper, I estimated the exchange-rate uncertainty by using exponential GARCH, and then examined how it could affect the export and import(prices and volumes), inflation uncertainty, interest rate, and stock prices by setting up a VECM(vector error correction model). Uncertainty in the foreign exchange market, measured as the conditional heteroscedasticity of the won/dollar exchange rate, has had a negative effect on the Korean economy in the medium and long-run. Especially, this negative effect was increasing after the Korean financial crisis. It means that growing exchange-rate uncertainty could weaken the momentum of growth over time. Therefore, policy authorities should make an effort to diminish the exchange-rate uncertainty. Firms should also try to minimize the negative effects through diversification of settlement currency for trades, and development in capability to control the exchange risk.
