지난 2000년대 초반 벤처활황과 함께 조직 활성화와 신사업진출의 수단으로 도입된 사내벤처제도가 국내 벤처환경의 악화로 그 열기가 급속히 위축되고 있다. 이 같은 상황 하에서도 포스코는 2001년 1월 제도도입 이후 꾸준한 벤처발굴과 분사 등을 추진함으로써 안정적인 제도운용을 지속해 온 몇 안되는 기업으로 인식되고 있다. 이에 제도운영의 지속성을 성공의 한 척도로 본다는 전제하에서, 포스코의 사내벤처 도입배경과 제도운영의 현황 등 포스코 사내벤처제도의 운영사례를 소개하고, 사내벤처제도의 성공적인 정착과 발전을 위한 시사점을 얻고자 하였다. 사례분석을 통해 얻을 수 있었던 성공적 정착요인은 첫째, 신사업진출이나 투자수익 목적보다는 종업원 자아실현욕구, 인재육성 등을 통한 조직활력 제고 등 내부경영혁신 목적에 중점을 두었다는 점 둘째, 사내 직원의 현장경험이나 노하우를 이용한 직원 제안형 사업개발 전략 세째, 독립적인 전문가 위원회 구성 등을 통한 사업 아이템 선정의 공정성 확보 네째, 경영기획부서내 독립 인큐벤이팅 기관운영을 통한 선정된 사업에 대한 철저한 보육체계 등으로 요약된다.
Abstract
This paper aims to derive success factors and suggest some implications of internal corporate venturing system for traditional manufacturing firm through the case study of POSCO, which is sustaining and expanding it's ICV even though the venture business situation is very hard. The success factors of POSCO's ICV can be summarized as follows. First, the strategic target for ICV has continually focused on the internal ones such as self-realization opportunity and educational tools for employees and enhancing entrepreneurship not on entering path for new business and earning additional income. Second, bottom-up type business developing strategy for venture items is another success factor for POSCO ICV. Third, the transparent and fair selection process with independent committee composed of related experts has been well established. Fourth, efficient incubating support system for selected business and continuous efforts for developing business items by the independent team in the strategic management division.
