국가간 상호의존의 확대 심화와 동북아지역 정세

This study analyzes how regional circumstances are affected by the expansion and deepening of international interdependence in Northeast Asia. Optimism and pessimism are sharply pitted against each other over he effects of international interdependence. The international political theory of liberalism thinks that international interdependence will promote more international cooperation and guarantee peace and stability, whereas that of realism sees it as a source of conflict and instability. Currently, the situation in Northeast Asia shows that cooperation and conflict are mixed. In this respect, the Northeast Asian region is characterized by reflecting the international political viewpoints of both liberalism and realism. Two policy tasks are required to ensure the situation stability in the Northeast Asian region. First, synergistic connection should be developed between security and economy, and one-sidedness should be especially avoided lest one nation should lead regional order. Second, it is necessary to construct the multi-security system as an inner balancer of power within the area. In particular, the necessity is to expand and strengthen more the character of Asian-Pacific Economic Cooperation Organization(APEC) and the Asian Regional Forum(ARF) along with the policies to develop the current 6-way talks into the multi-security system.
