지역노사정 거버넌스에 관한 사례연구 : 경남과 창원지역 노사정협의회를 중심으로

본 논문은 지역수준에서 민주적 노사정 거버넌스가 작동하기 위한 전제조건을 토대로 경남과 창원지역 노사정협의회를 분석했다. 분석결과 환경적 요인과 산업경제적 조건은 지역수준의 노사정 거버넌스 형성을 촉진시키는 요인으로 작용하고 있으나, 현재 경남과 창원지역의 노사정협의회는 민주적 거버넌스로 운영되기 위한 조건들의 대부분을 갖추지 못하고 있는 것으로 나타났다. 우선, 창원과 경남지역은 기계 산업을 중심으로 특정산업이 밀집되어 있고, 산업공동화 가능성도 높게 나타나고 있어 노사정 공통의 이해관계 형성에 필요한 외적 조건이 비교적 충족되어 있는 것으로 파악된다. 그러나 구성과 참여주체에서는 통합성과 포용성이 결여되어 있고, ‘관의 과잉대표’와 ‘노사단체의 과소대표’로 대등성의 확보에도 실패했다. 또한 노사단체의 대표성도 매우 낮은 상태이다. 의제설정과 관련해서 상호주의, 주체들의 의제설정 및 변형능력, 의제범위를 중심으로 분석한 결과 모두 취약한 상태로 나타나 민주적 거버넌스를 작동시키기에는 구조적 결함을 갖고 있었다. 마지막으로, 참여수준과 운영방식에서 현재 의사결정구조로는 노동계의 이해관계를 대변할 수 없으며, 의사결정 결과의 이행능력도 거의 부재하여 결국, 노사정협의회는 설치목적과 달리 ‘의사 사회협약’을 위한 도구로 활용되고 있다. 또한 지방정부로부터 자율성과 독립성도 확보할 수 없는 한계를 보이고 있다. 지역수준에서 민주적 노사정 거버넌스가 작동하기 위해서는 본 논문에서 제시한 전제조건을 중심으로 새롭게 재구성되어야 한다.
Abstract
The purpose of this study is to analyze Local Tripartite Councils in Gyongnam and Changwon and to research a precondition for democratic governance of local tripartite. Changes of environment around the local community press the major actor to constitute new social relations. Economic crisis of local community bring on strategic interaction among local tripartite and, this present, industrial economic condition in Changwon and Gyongnam suffering deindustrialization. In order to operate the democratic governance, First, organization and participants of governance must have integration, inclusiveness and equality. Second, reciprocity, capacity of agenda setting and transformation, ranges of agenda are very important for process of agenda setting. Third, decision-making systems, capacity of deliver on results to decision-making, effectiveness of function and roles are emphasized in the level of participation and mode of operation. The result of this study is that Local Tripartite Councils in Gyongnam and Changwon doesn't hold the preconditions for democratic governance of local tripartite. therefore, Local Tripartite Councils must be restructuring based on the preconditions.
