산별노조 조직화의 딜레마: 보건의료노조의 사례

이 연구는 보건의료노조의 사례를 통해 산별노동운동과 산별 교섭의 목적과 방식에 대해 현재 존재하고 있는 산별노동조합 조직 내부의 균열과 분단이 어떤 차원을 중심으로 작동하고 있는지 살펴보고자 한다. 2005년 12월 보건의료노조에서 본조, 지역본부, 지부에서 활동 중인 간부 전체를 대상으로 실태조사를 실시하여 회수한 총 518부의 질문지를 분석한 결과, 본조나 지역본부 간부와 지부간부 사이에, 그리고 또 지부 내에서도 전임자와 비전임 대의원사이에 상당한 정도의 의견격차가 존재함을 발견할 수 있었다. 산별노동운동의 방향에 대하여 본조의 집중화된 역량강화의 필요성은 인정하였으나, 지부의 자율성을 제한하는 조치의 필요성에 대해서는 대부분의 지부 간부가 본조와는 의견을 달리하였다. 분석결과를 통해 밝혀낸 보건의료내부에 존재하는 또 다른 중요한 간극은 보건의료노조 내부에 존재하는 특성별 격차였다. 보건의료노조가 공공부문과 민간부문을 모두 포함하는 다양한 병원조직을 포괄하고 있는 만큼, 특성별 차이가 점차 부각되고 있으며, 그에 따라 특성별 교섭에 대한 요구 역시 증가하고 있다. 이러한 결과에 기초하여 향후 산별노조 조직화의 딜레마를 극복할 수 있는 다양한 초 기업별 조직화의 방향에 대한 논의를 결론에 제시하였다.
Abstract
Organizational Dilemma of the Industrial Unions in Korea: the Case of Korean Health and Medical Workers Union Joohee Lee This study aims to provide a comprehensive analysis of the divisions and cleavage in the Korean Health and Medical Workers Union. The data for this analysis come from the Union's 2005 survey, which contained 518 trade union officials responses to the questionnaire. Overall, the responses of a majority of local trade union officials were substantially different from those of the officials at the headquarters. Local officials were less likely to sympathize with the industrial union in its demand for more centralized organizational and collective bargaining structure. Similarly, officials at the small private hospitals, more profitable public and private university hospitals, and the other public hospitals, demanded separate collective bargaining procedures that cater to their own specific needs and working conditions, thus making it difficult to forge a unified trade union movement. Based on the analysis, this paper concludes with the discussions on the strategic choices that can overcome the organizational dilemma of the Union.
