Women's Irregular Work in Korea and Social Policy Issues Jung-Mee HwangㆍYoung Kim It is well known that more than 60% of working women are employed as ‘atypical' or ‘irregular' workers in Korean labor market. In spite of the fact that those women are tend to be paid very low, their working time isn't short in relevant proportion compared to that of full-time regular workers. Regarding the under-development of part time jobs, the situation of irregular women workers can be summarized like this - they should work long time, be paid low, and be out of government policy system to protect the social security of working people. The fact that they are still very weakly incorporated into the labor market consequently results in severe disadvantage for them to acquire the entitlement of welfare state measures as workers. Considering this situation, it is necessary to provide multi-dimensional policy package to protect women irregular workers, not just focusing on the labor market policy but encompassing various policy areas such as social insurance, public assistance, social service and gender equality. Issues like equal pay and labor protection are still not solved and very urgent, but we need to reach toward the more comprehensive perspective of social exclusion. It is important to envisage the long term effect of various policy issues recently emerged, such as the coverage of social insurance, access to care service facilities, family support policy and parental leave policy, on the livelihood of women irregular workers.
