쌀 전업농가의 지속적인 경영규모 확대방안에 관한 연구

초록
개방화시대에 한국의 쌀 산업은 품질과 판매 경쟁이 더욱 격화될 것으로 전망된다. 이 문제를 해결하기 위해서는 쌀 생산자의 지속적인 신 재품 개발, 경쟁력 있는 쌀 브랜드 개발과 적극적인 마케팅 전략 수립 그리고 선택과 집중을 통한 쌀 전업농의 경영규모 확대가 필요하다. 쌀 전업농의 경영규모 확대를 위해서는 사업지원방식의 개선, 쌀 전업농 선정기준의 조정, 쌀 전업농의 소득 및 안정화 지원 등의 정책이 필요하다고 할 수 있겠다. 영농규모화사업을 통한 쌀 전업농 육성사업은 농지규모 확대를 통하여 전업농의 소득을 증대시켜 차세대 쌀 산업을 담당할 담당자를 안정적으로 확보하게 함으로써 농업구조개선을 촉진시킬 수 있다. 또한 쌀 전업농 육성은 전업농을 중심으로 한 쌀 생산조직화를 통하여 파워브랜드 쌀 생산을 가능하게 하고 저비용 쌀을 생산하게 하여 쌀의 경쟁력을 강화시킬 수 있다. 영농규모화 및 쌀 전업농 육성 정책은 어느 계층의 개인농가에 대한 육성책이 아니라, 현재 우리나라의 쌀 산업을 누가 이끌어 가고 있으며, 앞으로 누가 이끌고 갈 것인가의 문제에 대한 해결책을 찾는 불가피한 정책적 대응이라는 점을 분명히 인식할 필요가 있다.
Abstract
The purpose of this study is a analysis of a management scale enlargement method of a rice specific farm to reinforce of a competition power of a rice industry from 1995. A nursing project of a rice specific farm is to increase of income of a rice specific farm through a management scale enlargement project and to stabile secure of a next generation charger of a rice industry and to promote of a agriculture reconstruction. And a nursing project of a rice specific farm is possible to product of a powerful bland rice through a rice specific farm and possible to reinforce of a competition power of rice industry through of produce of a low-price rice. A project of a management scale enlargement and a nursing project of a rice specific farm is not a nursing project of a certain generation or a farm. That is an unavoidable politic correspondence to seek a solution of the problem who lead a rice industry of Korea, and who will lead a rice industry of Korea future.
