북한의 산업구조 현황과 과제

초록
북한 산업구조의 특징과 문제점 및 과제를 분석하는 데 목적을 둔 본 연구는 북한경제의 변화라는 시각에서 북한의 산업구조가 바람직한 방향으로 변화하는 것이 곧 당면한 북한경제난의 회생을 위해 필수적이라는 객관적 접근차원에서 이루어졌다. 본 연구는 북한경제가 식량난, 원자재난, 에너지난, 생필품난, 외화난 등 경제난으로부터 벗어나 경제성장과 경제발전을 이루기 위해서는 산업구조에 대한 전면적이고 대대적인 변화가 우선적으로 선행되어야 할 과제를 안고 있다고 분석하였다. 북한의 산업구조에 대한 변화의 기본방향은 대내적으로 북한경제의 자본주의적 시장경제로의 변화, 대외적으로 북한시장의 대외개방이라는 변화로 나아가는 것이라고 보았다. 이런 기본방향 아래 북한의 산업구조는 경제활력이 창출될 수 있도록 집중되어야 하고, 그에 따라 산업구조조정이 이루어져야 한다. 또한 산업부문별로 자유화가 수반되어야 하고, 북한의 산업별 노동력 구조에 대한 과잉배치구조가 바뀌어야 한다고 제안하였다. 결론적으로 북한의 산업구조는 근본적으로 자본주의적 시장경제요소를 수용하는 방향으로 개편되어야 하며, 이를 통해 국민경제의 효율성이 제고되어야 한다. 이는 곧 남북경제교류협력의 과정이나 통일이후 북한의 산업구조조정을 위해서도 반드시 우선시되어야 사안이기 때문이다. 이를 위해 향후 남북경제교류협력의 방향은 한반도의 경제구조하에서 장기적인 관점으로 접근할 필요가 있다고 본다. 이는 결국 경제통합, 민족통합, 통일한국으로 가는 첩경이 될 것이라고 보았다.
Abstract
The purpose of this research is to analyze the feature of industrial structure, problems and also make solutions under the current industrial structure in the North Korea. The main point of the research is that industrial structure should be changed to reestablish the economy of North Korea essentially. It also indicates that innovation and openness should be preformed to find and solve the problems such as food, material, energy, necessaries and capital. The direction of innovation and openness of industrial structure of North Korea will be changed capitalistic economy internally and openness of market externally.In addition, the research emphasizes the innovation and openness will possibly lead into economic market, control industrial structure, support freedom by industrial sector and change the structure of labor arrangement as well. Finally, it points out that industrial structure in North Korea will be changed from passive capitalistic economy to the view of active innovation and openness. Thus, innovation and openness in North Korea should promote the economic cooperation between South and North and establish the industrial structure on the Korean peninsula after reunification. The direction of cooperation both two Koreas will be treated in the long term plan and process which is shortcut to achieve the unification on the basis of economy and nation.
