초록
세계적으로 정보산업의 핵심이 하드웨어, 소프트웨어, 그리고 네트웍 중심에서 이제는 정보 콘텐트와 정보자원 중심으로 전환되었다. 다수양질의 정보자원(Information Resource)의 개발과 확보는 정보산업의 발전과 성공의 중요한 요인이 되었다. 이러한 추세로 볼 때, 정부기관 및 공공부문에서 보유하고 있는 PIR(Public Information Resource)은 국가적으로 다수양질의 정보자원 확보를 위한 우수한 기반이 될 수 있으며, PIR의 적극적인 활용은 거시적으로 정보산업 및 국가경제의 발전과 직결될 수 있다.본 연구에서는 이와 관련하여 PIR의 상업적 활용 방안을 제시하였다. PIR의 상업적 이용은 공공부문의 정보자원을 민간 사업자에게 제공하여 정보의 부가가치화와 상업화를 통해 최종 이용자인 국민에게 제공하려는 것이다. 이는 또한 공공민간의 역할 분담을 통한 PIR의 보편적 서비스의 실현뿐만 아니라, 민간 IP 및 CP사업자의 사업 기회 창출과 이를 통한 정보산업 육성을 가능하게 한다.
Abstract
The Worldwide main stream of information industry has swing to the contents and information resource from hardware, application softwares, and networks. With this trend, abundant and rich information resource is crucial to advanced information industry. Public Information Resource(PIR) accumulated in public sector, governmental agencies, can be a good information infrastructure. Furthermore, the application of PIR is considered to have a close relationship with national economy. This paper presents the proposals for a commercial usage of PIR. Resourceful PIR can be utilized by private information providers for commercial purpose. The wide application of the PIR in private sector will promote diverse new information businesses, and synergy between public and private sectors.
