본 논문은 정부의 연구개발(R&D) 지원에 대한 기업의 자체 R&D투자의 보완(complement) 또는 대체(crowding-out) 효과에 대한 기존의 연구결과를 재점검하고, 나아가 보완 또는 대체를 결정하는 요인에 대하여 분석하였다. 정부 R&D사업에 참여한 기업들은 기업 자체의 특징에 따라 R&D 투자에 있어서 보완과 대체의 반응을 보이고 있는 것으로 분석되었다. 즉, 로지스틱 회귀분석(logistic regression)을 수행한 결과, 총 종업원 수 대비 R&D인력 집약도가 높은 기업일수록 정부의 R&D 지원에 대한 보완적 특징을 나타내면서 기업자체의 R&D투자를 증가시킨 것으로 분석되었다. 반면, 종업원 수로 대변된 기업규모가 클수록, 매출액 대비 R&D투자의 집약도가 높을수록, 그리고 기업의 R&D투자에서 차지하는 정부의 R&D지원비중이 클수록 정부 R&D지원에 대해서 대체효과를 나타내면서 기업자체 R&D투자를 증가시키지 않은 것으로 분석되었다. 이에 따라 정부 R&D 지원의 효과를 높이기 위해서는 R&D사업의 선정 및 평가에 있어서 기업의 R&D인력에 대한 비중을 증가시킬 필요가 있다.
Abstract
This article analyzes (ⅰ) the complementary or crowding-out effect of governmental research and development (R&D) subsidy on firms' R&D investment and (ⅱ) its determinants. Korean manufacturing firms participating in governmental R&D projects are classified into showing complementary or crowding-out effect, according to their endogenous characteristics. Resulting from logistic regression, the higher the R&D manpower intensity of sponsored firms is, the more complementary effect they show, responding to governmental R&D subsidy, and increase R&D investment. But, the higher the numbers of employees, the R&D investment intensity, and the weight of governmental R&D subsidy in R&D investment are, the more crowding-out effect they show, and decrease R&D investment.The policy implication of this study is this: to heighten the effect of governmental R&D subsidy on R&D investment of firms, it is needed to increase the priority of R&D manpower intensity among the indices determining choice and evaluation of governmental R&D projects.
