비정규직의 활용과 노동조합의 역할실증 분석과 시사점

본 연구는 비정규직의 활용과 관련해서 사업체 수준에서 노동조합의 역할을 검토하는 것을 목적으로 하고 있다. 본 연구는 노동조합의 조직률과 비정규직 보호에 대한 태도가 사업체의 비정규직 활용 비율에 어떤 영향을 미치는가를 중점적으로 검토하고 있다. 한국노동연구원의 2002년 사업체패널 자료를 사용하여 이루어진 분석 결과는 비정규직의 활용 비율에는 사용자와 관련된 변수들과 노동조합과 관련된 변수들이 모두 영향을 미치고 있음을 보여 준다. 사용자 변수들의 경우 인건비 부담과 몰입형 인사전략이 모두 비정규직 활용 비율과 부(－)의 관계를 나타냈다. 한편 노동조합 변수들의 경우 노조 조직률은 비정규직 활용 비율과 부(－)의 상관관계를 나타냈다. 이는 조직률로 대변되는 노조의 힘이 클수록 사용자의 비정규직 활용에 상당한 제약이나 압력을 행사한다는 것을 의미한다. 그러나 비정규직의 보호에 대한 노동조합의 태도는 우리의 예상과는 달리 통계적으로 신뢰할 만한 영향관계를 보이지 않았다. 이러한 분석 결과가 주는 시사점과 추후 연구의 방향이 논의되었다.
Abstract
The number of contingent workers continues to increase with an accentuated speed in Korea. An important question is what is the role of unions in the use of contingent workers. Do they contribute to its increase or help to limit its use through pressures on the employers? In this regard, there are two different theoretical perspectives that offer an opposite prediction. And empirical results are also contradictory. Our study aims to examine the attitudes and roles of the unions and their impact on the protection of contingent workers. We hypothesize that union power represented by its number of members would be negatively related, and that its protective attitudes be positively related to the use of contingent workers. The results show that unions have different attitudes on the protection of contingent workers, and that they tend to prefer their own interests to those of contingent workers in spite of the strong directives of national centers. The unionization rate is positively related to the use of contingent workers. To our surprise, however, unions' attitudes are not significantly related to the use of contingent workers. The implications and alternative explanations are discussed.
