지방의회의 행정사무감사 개선방안에 관한 연구

초록
본 연구에서는 지방자치단체의 감사제도 중 하나인 행정사무감사의 문제점을 제시하고 그 문제점에 대한 개선방안을 강구하는 것이 목적이다. 본 연구는 기존 문헌을 종합적으로 정리하고 행정사무감사결과보고서를 분석함으로써 행정사무감사의 문제점을 살펴보았고 기존문헌의 분석결과에 대한 발전적 대안을 체계적으로 정리하고 있다 연구방법 및 대상은 광역자치단체에서는 전라남도의 행정사무감사 결과보고서를, 기초자치단체에서는 목포시의 행정사무감사결과보고서를 분석하고 관련 문헌을 토대로 제도적 차원(행정사무감사의 시기와 장소, 행정사무감사의 실효성), 운영적 차원(행정사무감사의 대상사무, 감사결과의 처리, 감사결과의 처리절차) 그리고 행태적 차원으로 구분하여 현황분석을 하였으며, 이에 대한 문제점을 지적하였다. 또한 개선방안에서는 행정사무감사를 분석한 문제점을 토대로 행정사무감사의 시기조정, 대상사무 중 위임사무 폐지, 결과처리의 엄격성과 환류, 실효성 보장, 감사절차의 개선, 지방의원의 감사 능력의 향상 등을 제시하였다.
Abstract
In this study problems of administrative audit and inspection which is one of audit systems for local self-government organizations wil be p resented and counter-measures wil be devised. Throughout this study we wil summarize existing documents comprehensively, analyze the report of admin istrative audit and inspection, identify problems of it and come up with the al ternatives systematically based upon the analysis of previous documents.Measure and objects : Reports of administrative audit and ins pection of Chonam Province at the metropolitan self-government organizati ons and reports of administrative audit and inspection of Mokpo city at the fun damental self-government organizations wil be analyzed. Based upon rela ted documents, they wil be categorized into systematic(time, place of adminis trative audit ability.
