공공선택론의 재정적자 메카니즘과 재정헌정주의

방법론적 개체주의를 접근방법으로 채택하고 있는 공공선택론은 경험적인 측면과 규범적인 측면을 동시에 내포하고 있다. 경험적인 공공선택론은 자기이익 추구적인 국민․정치가․관료의 세 주체 간 상호 작용에 의해 재정적자가 발생한다는 점을 규명하고, 규범적인 공공선택론은 제한 정부론에 근거하여 이기적인 예산행태와 재정적자를 통제하기 위한 제도개혁을 제안하고 있다. 균형예산 확보 방안으로서 재정 주체들의 자기이익 추구 성향과 대의민주주의 정치체제를 주어진 상황으로 받아들이면서, 재정적자를 통제할 수 있는 방안을 모색한다. 부캐넌을 중심으로 한 공공선택론자들은 헌법을 정치가들의 입법활동과 관료들의 정책운용을 제약할 수 있는 상위규범으로 상정하고, 균형예산을 내용으로 하는 헌법 개정을 제안하고 있다(재정헌정주의). 이들은 균형예산을 위한 헌법개정과 관련된 논거를 제시하고 그 당위성을 역설하고 있다. 이는 현대 국가에 있어 재정적자를 방치할 경우 국가채무의 누적에 따른 재정파탄과 미래세대의 납세 거부운동이 전개될 가능성을 방지하기 위한 조치로 평가될 수 있다.
Abstract
Public choice uses methodological individualism which focus on individuals rather than organizations in studying public affairs and considers individuals to be self-interested rather than social or moral. Public choice has both empirical and normative perspectives. The first reveals the factors and mechanism of budget deficit as a government failure, and the latter suggests the institution improvement to cure it. The empirical public choice presents that the budget deficit results from interactions among bureaucrats as budget-maximizers, politicians as vote-maximizers, and taxpayers as utilities-maximizers. The normative public choice proposes the amendment of the constitution to ensure budget balance.
