부패에 관한 시민의식과 통제전략의 모색

초록
본 연구는 대상기관인 A시를 선정하여 연구하며 연구의 초점은 사례지역의 청렴도 및 반부패 의식을 분석하고자 하며 이를 근거로 앞으로 추진해 나가야 할 정책적 근거를 찾아보고자 한다. 연구방법은 우선 일차적으로 행정관료부패에 관한 이론적 토대와 근거를 위해 문헌연구를 중심으로 하였고 이를 근거로 실제 행정현상에서의 행정관료부패의 경험적 인식을 조사해 보기 위해 설문조사를 실시하였다. 설문조사는 2005년 10월 10일부터 18일 사이에 지역내 민원인들이 가장 많이 다니는 시청민원실, 상수도사업본부, 시청보건소, 동사무소 등 8개 지역을 임의선정하여 설문조사요원들이 직접 정해진 폐쇄형 질문지를 통해 각 민원인들에게 설문을 받는 형식으로 진행되었고 설문조사는 총 민원인 400명을 대상으로 하였다. 이 중 유효설문지는 357부를 최종회수하여 통계처리하였으며 통계처리는 주로 빈도분석을 실시하였다. 또한 시청 관련 기본 물리적 통계자료와 이론적 문헌들을 근거로 하여 문헌조사를 전제하고자 하며 이를 근거로 A시의 청렴도를 전반적으로 평가하였다. 그 외 이상과 같은 기술적 접근방법(descriptive approach)와 경험적 접근방법(empirical approach)을 통하여 근거된 자료들을 분석하고 그 결과들을 상호 비교 분석해 봄으로써 A시의 부패유발요인들을 확인하고 이를 토대로 정책적 대안을 제시하였다.
Abstract
This study focus on evaluating the anti-corruption attitude in local government through survey research. To carry out this study, the literature review and field research including interview from residents and civil servants are performed. And statistical methods such as frequency analysis, and correlation analysis are used. Generally speaking, corruption tends to maintain his internal aspects among people consistently. So we cannot take their misbehavoir at that time accurately. If we grasp the circumstances later, we should take a concrete system to anti-corruption in the society. There are three types of the anti-corruption approaches. The first one is institutional approache and the second one is systemic approach and finally the third one is socio-cultural approach. To anti-corruption we should take the harmonize method to gather the three models. The survey research implies that the anti-corruption attitude of residents is very high in corruption to any other cities. But public relations are very low level attitute in this research. So we should increase the strengthen the strategy the anti-corruption policy in local government.
