연결망 접근을 통해서 본 ‘사회운동적 노동운동’의 가능성: 한국 노동운동의 연대주의적 전통의 복원

이 글은 사회운동적 노동운동(혹은 사회운동적 노조주의)의 필요충분조건이 ①공공성의 확보와 ②연대성의 제고라고 규정하고 한국의 노동운동이 이와 같은 양상으로 발전할 가능성이 있는지를 검토하는 것에 그 목적이 있다. 이를 통해 사회운동적 조합주의가 가지고 있던 건강한 문제의식을 되살리고 한국 노동운동이 직면하고 있는 위기상황을 넘어설 실마리를 찾아보고자 한다. 또 이 글에서 주요하게 사용하고 있는 접근방법은 연결망 분석이다. 민주노총 중심의 전국적 노동운동을 대상으로 1991년과 2001년에 한정하여 연결망 비교분석을 수행하며 또 연결망 분석의 한계를 보완하기 위해 1990년부터 현재까지 노동운동 문헌조사를 통한 담론분석을 부분적으로 시도한다. 분석 결과 공공성과 통합성의 모든 면에서 사회운동적 노동운동의 조건은 상당히 와해되어 왔지만 여전히 전국적 차원에서 공공적인 사회적 의제가 형성되어 있는 한편, 노동운동과 시민운동 간의 관계 맺기가 정규직 중심의 파당성을 완화시키는 효과가 있기 때문에 그 가능성은 존재한다. 따라서 이 가능성을 현실화하기 위해서는 거래적 리더십으로부터 개혁적 리더십으로의 이행, 강력한 산별 전환, 그리고 노동운동과 시민운동의 관계구조 변화가 필요하다.
Abstract
This paper defines preconditions of social movement unionism as following: ensuring the public and raising the solidarity. And it examines the possibility of progress to social movement unionism in Korea labor movement. Because this will provide the cue to overcome the crisis of Korean Labor Movement. Next, core methodological tool of this paper is network analysis. Especially it comparison between 1991 and 2001, and fill up the limit of network analysis with discourse analysis. The analysis use various literatures materials from 1990 to now. Outcomes of my analysis are as follows. First, though the characteristics of social movement unionism is disappear, there are the public social agendas left partially in macro level. Second, the networking between labor movement and civic movement ease the ego-centricsm of regular workers. This means there is the possibility of social movement unionism. But For realization of social movement unionism, it needs three conditions: first, the transition transactional leadership to transformational one. second, powerful switchover an enterprise union to an industrial union. third, the change of relational structure between the labor movement and the civic movement.
