A Study of Evaluation and Prospect of Korea's Police Organization 60 years Kim, Jin Hyeok The police in Korea was modernized in its outset by Japan under the Japanese colonialization period. After establishing the government of the Republic of Korea, the police in Korea was launched with significant problems under the prevalent pro-Japan police and distorted modernization process. After establishing the government, the police was organized under the fierce confrontation of left and right ideologies, and while going through the Korean War, the demand made upon the police in Korea was the political ones such as the removal of the left wings and national security rather than the security and protection for civilian affairs. With the opportunity of the 4․19 Revolution fell apart, the police in Korea continued to undertake the police administration controlled by the political power. Under this circumstance, the images of police in Korea such as its pro-Japanese tendency, subordination to the political powers, and the interference with human rights was generated, and the causes have to be sought under the historic background and political environment in which the police organization was placed. Accordingly, the police protecting human rights has to generate transparent police organization and establish the department in charge of services. In addition, it has to introduce an autonomic police system, and regain its entitlement in its status as the main body of investigation through the adjustment on the right to investigate. The police organization of Korea may leap into the advanced police by overcoming the biased image, understanding the conditions where the police was put under, and making fair and justifiable criticism.
