독일 산업공동화와 슈투트가르트의 시민참여적 지역혁신모델

통일 특수가 지나간 1990년대 중반 슈투트가르트지역은 심각한 경제적 위기를 맞이하게 된다. 경기침체와 고용감소라는 전 독일에 걸친 경제위기로부터 성공모델로서의 슈투트가르트 지역 역시도 예외일 수 없었다. 슈투트가르트 지역은 전형적인 수출 중심의 산업구조에서 수출 감소, 투자 감소, 기업의 도산, 실업률의 증가라는 일련의 경제위기적 현상을 맞이함으로써 커다란 충격을 받게 된다. 그 결과, 1990년대 중반의 경제침체는 단순한 경제위기와는 달리 전 독일에 걸쳐 산업공동화 및 산업입지에 대한 논쟁으로 발전하게 된다. 그러나 2000년 이후 슈투트가르트의 지역경제는 경제위기에서 벗어나 다시 새로운 지역경제혁신시스템(Regional Innovation System)으로 등장하게 된다. 이 글에서 분석하고 있는 독일 슈투트가르트 모델이 갖는 함의는 산업의 침체로 인한 지역경제의 쇠퇴를 지역공동체의 시장적 조절이 아닌 시민사회적 조절을 통해 극복해 냈다는 점이다. 단순히 기업의 조직적 기술적 혁신, 주정부의 산업 및 경제정책 등의 경제적 논리를 통해서가 아니라 노동조합 및 시민사회의 적극적 참여를 통해 공동체의 전체 이익과 사적 기업의 개별적 이익이 조정되는 사회적 조절양식을 마련했다는 점에서 특별한 의미를 갖는다.
Abstract
In the middle of the 1990s the Stuttgart region has encountered a serious economic crisis. The region suffered from declining export and investment, and rising unemployment. It was not only the problem of the Stuttgart region, but also that of the whole nation. From this background arose a new debate about the hollowing-out of the German industry. However, the Stuttgart region has got out of the economic crisis and the hollowing-out of industry since the early 2000s and has developed a new regional innovation system. The main implication of the Stuttgart model lies in the way in which the region has overcome her economic crisis. It was not through the market regulation, but through the regulation by civil society that the region has coordinated the individual interests of private enterprises and the community interests. It provides a new model for the social regulation over the economic crisis through the participation of trade unions and the civil society, not simply by the economic logic of organizational, technological innovation, or by the industrial and economic policy of the regional government.
