정책자금 수혜 중소기업의 재무상태 개선효과 연구

초록
IMF 외환위기 사태 이후 중소기업의 재무상태는 매우 중요시 되어왔다. 본 연구에서는 이러한 배경에 의하여 정책자금을 지원받은 중소기업과 지원받지 않은 중소기업 간에 재무상태의 변화차이가 유의적인지를 분석하여, 중소기업에 대한 정책자금의 효율성 평가를 연구의 주요 목적으로 하였다. 연구방법은 정책자금을 지원받은 기업과 지원받지 않은 중소기업의 재무제표를 업종별로 표본 추출하여 통계처리 하였다. 표본 추출된 기업의 정책자금 지원에 의한 재무상태의 개선여부는 정책자금 지원기업과 비 지원기업간의 재무상태를 비교하되, 1개 연도에 일회 정책자금을 지원받은 기업과 3개 연도 연속 지원받은 기업으로 분류하였다. 연구결과의 신뢰성을 위하여 지원기업과 비 지원기업 간의 규모와 업종분포는 통계적으로 유의적인 차이가 발생하지 않도록 표본을 설정하였다. 재무상태 개선을 검증하기 위하여 수집된 재무제표의 재무비율을 유동성, 안정성, 수익성, 활동성, 성장성, 생산성 등 6개 분야로 분류하여 비교분석하였다. 연구 결과, 1개 연도에 1회 지원받은 기업은 지원받지 않은 기업과 비교하여 두 집단 간의 재무상태 변화차이에 유의성이 없는 것으로 나타났다. 그러나 3년 연속 지원기업은 비 지원기업에 비하여 안정성, 수익성, 활동성, 생산성 등에서 부분적으로 두 집단 간의 재무상태 변화차이에 유의성이 있는 것으로 나타났다. 그것은 일회성의 정책자금 지원보다 연속적인 정책자금의 지원이 부분적으로 기업의 재무상태를 개선시킬 수 있음을 시사한다.
Abstract
Since IMF bailout, the financial situation of small & medium company is being strongly emphasized. This study analyses the improvement effect of financial situation by policy-fund in small & medium company. The range of improvement effect in this study defines to 6 factor's financial ratios - liquidity, stability, profitability, activity, productivity, growth-ability. For the purpose of study, financial statements and questionnaires are collected and analysed statistically. The major method of research is comparison both assistanted companies and non-assistanted companies. Especially, this study focuses on two types' time span of policy-fund. One is 1-time assistance of policy-fund, the other is 3-years serial assistance of it. The major results reveal that 1-time assistance could not improve the financial situation significantly. This means short-term assistance could not improve small & medium company's financial situation. But serial assistance could improve stability, profitability, activity and productivity partially in financial situation. Major results of this study suggests that serial assistance of policy-fund could improve small & medium company's financial situation partially.
