A Study on Human Security Concept in International Law : A Case Study on the Establishment of Global Health Governance

Traditionally, the scope of security concerns only focuses on the survival of State itself. This, seemingly narrow view on the concept of security, does not pay considerable attention to the protection of daily life of individuals. Under the influence of Globalization, this traditional view on the concept of security is under fierce attack from other perspectives on security. Among them, human security is the best counterpart to the traditional perspectives on security. Human security brings about the new concept of security, which emphasizes the protection of individuals rather than State itself, broadens the scope of security concerns, such as environmental degradation, extreme poverty, hunger, spread of infectious disease, and underdevelopment. Relying heavily on human rights, especially social, economic and cultural rights, human security envisages the multidimensional security initiatives. The goals of human security is explicitly materialized in the new International Health Regulation. The new International Health Regulation provides international society with the desirable way how to materialize the goals of human security. The new International Health Regulation not only transplants the people-oriented perspective on security but also transforms the horizontal scale of International Health Governance to vertical scale of Global Health Governance. Appraising the development of human security concerns in new International Health Regulation will make a considerable contribution to helping the understanding of human security's relevance in security concerns.
