한국 지방정부의 사회복지정책의 평가 - 경기도 노인복지정책의 사례분석을 중심으로 -

Socioeconomic structure in local community is getting diversified since Local Autonomy system is institutionalized. Which social class does the local government policy direction favor? It is an vital issue for the direction of local government's social welfare policy. And the balance between welfare and development policies is judged to be a key determinant of social welfare policy's success or failure at regional level. As the residents' desire for the quality of life has swollen over time, the local government's socal welfare policy needs to be more positive. This study evaluated the social welfare policy of Kyunggi province on the assumption that social welfare services should be provided to all residents beyond poor people for both sustainable development and quality of life. For this evaluation, the data about social welfare services provided by Kyunggi provincial government during the period of 1999 to 2004 was utilized. At the same time, this study assessed social welfare policy of Kyunggi provincial government in terms of the policy environment, policy input, implementation process, and policy output. For this assessment, survey data about the standard of living and awareness, which was conducted by Kyunggi provincial government in 2004, was used. Finally, it discussed the direction of welfare policy of Korea moving toward an aging society.
