정부조직 성과개선을 위한 행정지식관리 효율화 방안 연구

본 연구는 행정지식관리에 대한 기존 시스템 중심의 연구시각에서 벗어나서 행정지식관리 프로세스에 초점을 두고 정부조직의 성과개선 차원에서 행정지식관리 효율화를 위한 조직관리 전략을 모색하고자 한다. 즉 행정지식관리시스템이 행정지식관리를 위한 수단임을 고려할 때, 이의 운영체계인 행정지식관리 프로세스에 대한 연구는 행정지식관리의 활성화에 있어서 매우 중요한 의미를 가질 것이다. 최근 행정지식관리 프로세스에 대한 중요성을 인식하고 이에 대한 연구가 진행되고 있지만 행정지식관리 프로세스를 지식창출 순환적 관점이 아닌 분절적 관점에서 접근하였다. 이에 본 연구에서는 지식창출 순환적 관점에서 행정지식관리 프로세스 구성요인(지식생성, 지식축적, 지식공유, 지식활용)과 조직성과 간의 영향관계 그리고 행정지식관리 프로세스 구성요인 간의 영향관계를 실증적으로 검증하고자 하였다. 연구결과, 행정지식관리 프로세스 구성요인 중에서 지식공유와 지식활용은 조직성과에 직접적인 영향을 미치는 반면에 지식생성과 축적은 조직성과에 간접적인 영향을 미치는 것으로 나타났다. 또한 행정지식관리 프로세스 구성요인 간에는 상호 긍정적인 영향을 미치는 것으로 확인되었다. 이상과 연구결과는 정부조직의 행정지식관리 저조원인을 도출하고 이를 개선․보완할 수 있는 조직관리 전략을 모색하는데 있어서 유용한 정보를 제공해 줄 수 있을 것으로 기대된다.
Abstract
The purpose of this study is to investigate the impact of administrative knowledge management on organizational performance and the correlation among the process elements related to administrative knowledge management. The focal point of discussion is based on the process of administrative knowledge management(knowledge creation, knowledge accumulation, knowledge sharing, knowledge exploitation). This research employs a survey questionnaire to evaluate the process of administrative knowledge management and organizational performance. The number of subject of the study is 264 public employees in Daegu metropolitan city and Gyeongbuk province. The research variables in model of this study are analyzed by Amos 6.0 statistical packages, the model could be estimated through the path analysis between the process of administrative knowledge management and organizational performance. As a result, the research presents that the process elements related to administrative knowledge management have an effect on organizational performance and a positive correlation among themselves.
