기존 연구들에 의해 형성된 1950년대 한국의 노동조합, 특히 상층 노동조합에 대한 지배적인 상은 ‘어용노동조합’과 ‘파벌투쟁’으로 특징지어진다. 비교적 최근에 국가ㆍ자본의 지배양식과 이에 대한 노동조합의 전략적 선택이라는 상호작용이라는 관점에서 1950년대 노동운동을 분석한 일련의 연구들도 국가에 대한 노조의 종속적 포섭이 갖는 이중적 가능성(특히 그 후원-수혜관계)에 대한 정치한 분석의 뒷받침이 없다는 한계가 있다. 이 연구는 철도노조를 사례로 하여 문헌과 구술자료에 기초하여 철도노조의 조직구조와 변화, 철도노조의 파벌투쟁과 그것이 노동조합의 자주성, 혹은 어용성, 또는 내부민주주의와 관련하여 갖는 함의, 철도노조와 국가의 관계의 이중적 효과, 노동조합과 조합원의 관계 등을 분석함으로써 1950년대 노동조합을 조합원 대중의 요구에 대해 ‘호응성’을 갖지 못한 그리하여 대중과 유리된 어용노동조합으로 일면화하는 기존 연구의 결론에 대해 약간의 수정을 가할 수 있는 가능성을 모색한다.
Abstract
Previous studies on the trade unions in the 1950s give us an strong image of “company(or yellow) union” or “factional strifes”. Some recent studies which focus on the state-trade union relationship share same limit that they do not analyse the duality of the patron-client relationship between the state and trade union. This study tries to show the duality of the relationship with the case of rail-road union in the 1950s. Based on the documents and oral testimonies, this study shows the dual or contradictory relationship between the trade union's dependency to the government and it power of negotiation. Though the rail-road union was far from the independent union, its relationship with the ruling party and the president himself gave it a strong power in their negotiation with their employer, the department of transportation. Though it was far from the democratic union, it could give considerable benefits to its' members since it has the patron-client relationship with the ruling party and the president. Therefore the dominant image of the “company union” on the trade unions of the 1950s should be reconsidered and revised.
