기업의 사회적 책임(CSR)과 노동조합운동: 해외 노조단체들의 대응전략을 중심으로

This study delineates how foreign labor unions have adopted different strategic approaches toward corporate social responsibility (CSR). Over the past 10 years, the International Trade Union Confederation and many national unions in Europe and Japan have drawn up policy guidelines and action plans on CSR and global union federations made international framework agreements with multinational corporations. The experience of foreign labor unions shows that the CSR movement has a dual function, risking corporate co-option of labor unions and extending the means of their activities. In light of poor awareness of Korean labor unions about CSR, it is a prime task to educate union officials and members about the policy guidelines and detailed cases of CSR activities, undertaken by international union federations and foreign unions. It is also suggested that labor unions attempt to initiate social dialogue with employers and the government for demanding the adoption of common CSR elements (i.e. the legislation of CSR reporting and certification, the inclusion of supply chains in CSR coverage, standard codes of corporate business, the union's involvement in socially responsible investment), pursued and achieved by European and Japanese labor unions.
