문화콘텐츠의 글로벌 제작에 소싱과 효율적 제작방안

초록
글로벌화 국제화가 가속되며 문화콘텐츠를 제작하기 위한 해외 현지 제작의 빈도와 물량이 급속하게 증가하고 있고 과거에는 드물게 나왔던 텔레비전 드라마의 해외제작물도 자주 등장하고 있다. 본 연구는 제작사가 해외에서 제작을 할 때에 발생되는 문제점을 제작자, 인적자원, 제작비, 해외 지원자, 소싱, 통역, 기술 장비를 중심으로 파악하고 효과적 문화콘텐츠 제작에 따른 글로벌 소싱에 대한 대안을 제시 하였다. 문화 콘텐츠를 해외에서 제작하기 위한 효율적인 방안의 제시에는 경비를 효율적으로 운영하는 방법으로 해외 조력자 발굴을 위한 종합 서비스망의 구축을 위한 소위원회나 집행기관의 설립, 현지 정부기관의 협조를 받는 방법(꼭 재정지원이나 협찬이 아니더라도), 필요한 나라 지역을 대상으로 해외조력자(코디네이터)를 발굴하는 방안, 해외조력자의 능력을 검증하는 방안, 정보통신을 이용해서 데이터베이스를 구축하는 방안, 현지 장비를 활용하는 방안과 장단점, 기획된 경비를 철저하게 분석하고 효과적으로 활용하는 방안과 구성하여야 할 공동구성 조직체(글로벌 소싱을 위한 실행기관)의 경비 분담 문제 등에 대한 것을 제시하였다. 과거와는 달리 일상적으로 즐기는 안방극장에서의 문화컨텐츠도 해외 제작은 보편화되어 있고 영화도 국제적인 감각과 흥행성에 중점을 두어 해외 제작을 선호하고 있다. 이에 본 연구는 글로벌 소싱의 문제점과 효율적인 제작에 관한 방안을 찾는 것으로 상기 방안을 제시 하였다. 따라서 본 연구는 단순히 제작비만 아끼자는 방향의 연구는 아니고 보다 넓은 의미에서 해외문화 콘텐츠 제작의 효율성과 경제성을 찾는 두 가지의 과제를 포함하고 있다. 이미 글로벌화 되어 가는 문화콘텐츠의 내용을 들여다 볼 때 해외에서의 제작은 막을 수 없는 추세이고 세계적인 추세인 제작의 흐름을 볼 때 기왕이면 좀 더 효율적인 제작, 실속 있는 제작, 그리고 가능하면 우리 모두 공동의 자산인 국고를 절약하는 제작으로 나가야 하는 것이 바른 방향이 될 것이다.
Abstract
As gathering internationalization, the overseas producing frequency and the amount of materials for the production of cultural contents in the overseas has been increasing, and the television dramas, which was rarely come up the past, show frequently at the television that are usually made up at the abroad. This study has grasp of the problems about producers, human resources, production cost, overseas sponsors, sourcing, translator, technique equipments that come up when the makers produce in the abroad, and also handle the problem of global sourcing which is made basis on the effective cultural content production. The suggestions of effective method for producing cultural contents in abroad are the establishment of small committee for finding helper in abroad, the cooperation of local government, the scouting for overseas helper in need nation, the way of examine the ability of overseas helper, the method for data base construction using information communication, the disadvantages and advantages in using equipment of local, the analysis of planned expense, and the expense problem of the cooperative composition union - the execution government for global sourcing. Different from the past, even the television drama’s production over the overseas became common and also the movie prefers to make it abroad, because it is concerned the international sense and the box-office record. This study suggests problems of global sourcing and the effective producing methods for it. Therefore, this study is not only about the method for saving production cost, but also includes the more broad meaning in overseas cultural contents production’s efficiency and economic efficiency. The internationalization is already settled, and the producing in abroad spreads rapidly. So the right ways for producing have to push ahead with the effective and solid methods, and try to save production costs possibly.
