National Archives Management and History in Korea - focus on ‘The Documents and Archives Management Act’ -

The purpose of Public Archives Management is that guarantee the administrative transparency and efficiency and preserves permanently historical-cultural value in records through ‘Documents Life-Cycle’. Korea is based on democracy and separation of the three powers(administrative, legislative, and judicial). And these principles exercise direct influence on documents and archives management system in Korea. ‘The Records and Archives Management Act’ was made from a great effort to manage public and private records in korea. But it is difficult to preserve National Archival Heritage, because the Records and Archives Management Act contains no mention of national archives management for archives having historical-cultural value. This study proposes next six alternative plans about the problem. First, It is necessary to found and operate Historical Archives to manage historical archives in public agencies which are not exist any longer. Second, the freedom of reading of historical archives should be guaranteed and protected from too expanded exceptions. Third, Records and Archives Management Act in a democracy is closely connected with a political structure of the country. So the separation of the three powers(administrative, legislative, and judicial)in korea forms the foundation of records management system. Forth, Now, History is not nucleus of records management any longer. History constitutes archival science as well as political science, law and library and information science. Fifth, local self-governing system in korea can be used as an institutional framework for national records and archives management. But now records from local government are transferred to ‘National Archives and Records Services’ and this situation makes difficult to maintain local self-governing system of records management. Lastly, korean records management system places emphasis on records having business-administrative value and should urgently train students to be professional archivists managing historical records. Such professional archivists can be trained through close cooperation between National Archives of Province and University.
