한국의 1997년 금융위기의 새로운 고찰: 국제금융규제기준의 파행적 시행의 원인

한국의 1997년 금융위기의 핵심 요인들 중 하나로 국제금융규제기준, 특히 BIS규제의 파행적 시행이 빈번히 지적되었다. 그러나 아직까지 BIS규제의 파행적 시행에 대한 심도 있는 분석은 제시되지 않고 있다. 본 논문은, 첫째, 금융위기 이전 한국의 BIS규제의 실행방식과 은행들의 실제자본건전성의 분석을 통해 BIS규제가 은행들이 당 규제를 형식적으로 준수하였음에도 불구하고 이들의 실제자본건전성을 악화시키는 방향으로 시행되었음을 밝힌다. 둘째, 본 연구는 BIS규제의 파행적 시행은 은행감독당국의 건전성규제 경시와 이들의 BIS규제의 형식적 준수에 대한 과도한 중시에서 기인하였음을 논증한다. 감독당국의 건전성규제 경시는 당시 명시적 은행감독당국이었던 은행감독원의 재정경제원으로부터의 낮은 독립성에 그 원인이 있었으며,BIS규제의 형식적 준수의 과대한 중시는 당시 재정경제원의 경제성장 위주의 금융정책에서 결과하였다. 이러한 금융위기 이전의 한국의 BIS규제의 시행에 대한 분석은 현재 국제금융시스템의 감독이 다양한 국제기준을 중심으로 수행되고 있다는 점을 고려할 시 향후 한국의 금융감독 실행에 중대한 시사점을 제시한다.
Abstract
Weak compliance with international financial regulatory standards, in particular lenient implementation of the 1988 Basel Capital Accord, has been frequently pointed to as an important factor 347 behind South Korea’ 1997 financial crisis. Nevertheless, there have been few comprehensive studies of this regulatory forbearance in Accord implementation in the country during the pre-crisis period. This paper demonstrates first that, although most Korean banks were formally in compliance with the Accord, the Korean bank regulatory authority implemented the Accord in a way that weakened banks’÷ actual capital conditions. Second, this research argues that the problematic implementation of the Accord was largely attributable to the authority’ neglect of prudential regulation and its attention only to banks’formal (but not actual) compliance with the Accord. The authority’ neglect of prudential regulation resulted mainly from its low level of independence from the Ministry of Finance and Economy, while its attention to banks’formal compliance with the Accord alone stemmed largely fromthe ministry’ policy of emphasizing economic growth.
