벤처창업의 수도권 집중도와 그 입지 결정요인 분석을 통한 기업가정신에 관한 연구

기업가정신(entrepreneurship)은 창업, 설비투자, 신사업, 해외진출, 경영혁신 등으로 표현되는 모험성 혹은 위험부담(risk-taking)이 상당히 높은 기업 활동들을 의미하는데, 여기에는 기업가의 개인적, 사회적, 경제적인 다양한 특징들이 포함되어 있다. 본 연구에서는 기업가정신의 입지적 패턴을 살펴보기 위해서 위험부담이 가장 높은 기업 활동 중의 하나인 벤처창업의 수도권 집중도와 그 결정요인에 관하여 실증분석을 하였다. 서울을 중심으로 한 수도권의 경제사회활동 집중은 우리나라의 산업화 및 도시화가 시작된 이래로 심각한 수준에 이르렀으며, 앞으로도 그 정도가 약해질 가능성이 그리 높아 보이지 않는다. 본 연구에서는 1980년 이후의 인구, 지역총생산, 기업체수, 은행예금과 대출, 연구개발 인력 등의 경제활동과 벤처기업의 창업을 연도별로 나누어 이들에 대한 수도권입지 비율에 대한 평균간 비교를 위한 t-분석을 실시하였다. t-분석의 결과 벤처기업 창업은 대부분의 주요 사회경제활동과 수도권 비율 사이에 통계적으로 의미 있는 차이를 보였으며, 그 방향은 오히려 벤처창업의 수도권 집중도가 다른 사회경제활동들보다 높은 것이었다. 이는 벤쳐기업의 수도권에서의 창업이 위험부담이 높음에도 이를 극복할 때의 높은 수익을 얻을 수 있기 때문에 이루어 지는 것이며, 특별히 이윤을 추구하는 기업의 합리적 선택임을 보여주는 것이다. 본 연구에서 사용한 사회경제 변수들에 대한 상관 및 회귀분석을 통해서 특별히 수도권의 금융 집중도, 연구개발, 인적자원의 집중도는 집적경제의 효과와 함께 벤처창업의 집중도와 밀접히 관련되어 있고 영향을 줌을 알 수 있었다. 따라서, 이에 대한 정책적 노력이 없다면 벤쳐창업이 비수도권에서도 활발하게 일어나는 것은 쉽지 않을 것이 예상된다. 장기적 측면에서 보았을 때에 금융과 재정지원 기능, 연구개발과 인적자원을 비수도권으로 확산시키는 것이 비수도권 지방에서의 기업가정신 촉진시킬 수 있는 정책적 방향임을 알 수 있다.
Abstract
Entrepreneurship denotes companies' risk-taking activities such as business starts, facility investment, new operation expansion, foreign branch opening, and managerial innovation; and it contains various aspects of entrepreneurs' personal, social, and economic characteristics. This study tries to investigate the spatial pattern of entrepreneurship by examining the location pattern of venture business starts in Korea. The research hypothesis is that risk-taking tendency of entrepreneurship is demonstrated when some social and economic conditions are filled. To test this hypothesis, this study compares the means of proportion of Seoul Metropolitan location between venture business starts and other activities since 1980 to 2006. The t-test statistic method is adopted in this comparison. Venture business starts' location tendency in Seoul Metropolitan area is stronger than most of other social and economic activities. This is because Seoul Metropolitan Area offers a variety of social and economic advantages that venture businesses are hard to give up. In Korea, entrepreneurshp's risk-taking tendency is maximized and demonstrated in the central location, Seoul Metropolitan Area. Tests of correlation and regression show that Seoul Metropolitan Area's concentration of financial services and human capital, as well as agglomeration economies effects (urbanization economies) are closely related with that of venture business starts.
