Since local autonomy system in 1995, There is still a asymmetric functional allocation between central-local governments in the delivery system of welfare for the elderly. In this context, this study suggests policy implications in the institutional level for improving efficiently a role allocation between central-local governments in the delivery system of welfare for the elderly. in this regard, This study analyses the National Basic Livelihood Security System and In-Home (Care) Services for the elderly in that the National Basic Livelihood Security System is increasingly influencing on the welfare for the elderly and In-Home (Care) Services for the elderly is most being occupied by public providers in the delivery system of welfare for the elderly. Based on the findings of this analysis, this study's policy implications are as follows. First, explicit criteria for functional allocation between central-local governments should be prepared for in the short term. Second, it is necessary to promote a fundamental strategy of decentralization for local finance equalization scheme along with the central government's fiscal role on the central level. Third, this study proposes to activate the intergovernmental dispute resolution mechanisms and legal and institutional apparatuses must be established for legal bonding of intergovernmental agreements.
