정부소비와 민간소비의 대체/보완관계*: 소비준거 자본자산가격결정모형의 추정

이 연구에서는 소비준거 자본자산가격결정모형 (Consumption based Capital Asset Pricing Model)을 이용하여 한국경제에서 정부소비와 민간소비의 대체/보완관계 여부를 일반화 적률법 (Generalized Method of Moments)으로 추정하였다. 자료는 1986년 4분기부터 2007년 3분기까지의 자료를 사용하였다. 정부소비가 총수요에 대하여 어떤 효과를 갖는가하는 문제는 거시경제학의 오랜 관심분야이며 그것은 민간소비와 대체관계인가 보완관계인가 하는 점이 일차적 관건이다. 정부소비와 민간소비의 대체관계가 강할수록 정부소비의 증가가 총수요를 증가시키는 효과는 약화된다. 이점은 특히 Barro (1974) 이후 리카르도 등가가설 (Ricardian Equivalence Hypothesis)로 더욱 주목받게 되었다. 리카르도 등가가설에 의하면 정부지출의 증가가 비록 국공채의 발행에 의하여 충당된다 할지라도 민간은 결국 미래의 조세증가에 의하여 국공채가 상환될 것이라고 예측하여 현재의 소비를 늘리는 대신 저축을 증가시키게 된다는 것이다. 이는 결국 국공채가 민간의 부의 구성항목으로 포함되지 않는다는 점을 의미한다. 한편 이러한 가설에 대한 실증분석의 결과는 국가별, 기간별로 혼재되어 있다. 이 연구에서는 유도된 민간소비함수를 추정하는 방식을 지양하였다. 대신 국공채와 주식, 2가지 자산을 보유하고 민간소비와 정부소비의 선형결합으로부터 효용을 얻는 경제주체를 가정하여 동학적 최적화의 1차 조건인 Euler조건을 GMM으로 추정하여 정부소비와 민간소비의 대체/보완관계의 정도를 직접 측정하였다. 분석의 결과 한국의 정부소비와 민간소비는 보완관계에 있는 것으로 보여진다.
Abstract
Using the intertemporal dynamic optimazing consumption based capital-asset pricing model, the degree of substitution between government consumption and private consumption is estimated for Korean economy from 1987Q1 to 2007 Q3. Substitution phenomenon between the two types of consumption plays a critical role in Ricardian Equivalence Theorem debate. The higher the degree of substitution, the smaller the effect of government consumption on aggregate demand. The results from GMM estimation of theoretical model says that the degree of substitution is minus. In other words, they are complementary. Increase in government consumption crowds in private consumption rather than crowd out. When we consider the fact that Korean government has more concentrated its spending on social overhead capital accumulation than social welfare program, such a empirical results could be acceptable.
