수출산업구조의 보완성과 자유무역협정 체결의 경제적 효과: 한-인도 FTA를 중심으로

본 연구는 우리나라의 FTA 추진 대상국 중 비교적 낮은 경제발전 단계에 있는 인도를 대상으로 수출산업구조의 보완성을 확인하고, FTA 체결이 고기술, 고부가가치 산업의 생산을 확대시키는가에 대한 분석을 하고 있다. 이를 위해 양국의 수출입구조, 관세율, 수출산업의 보완성을 비교하였다. 또한 CGE 자본축적모형을 이용하여 한-인도 FTA 체결에 따른 산업부문별 관세철폐 및 자본축적효과를 분석하고 있다. 분고의 연구결과 한국과 인도의 자유무역협정 체결은 수출 및 생산증가의 단기적 효과뿐만 아니라 산업구조 고도화라는 장기 경제성장 기반도 제공할 것으로 평가되었다. 이는 양국의 수출입 산업이 비교적 높은 보완성을 갖고 있으며 이와 같은 경향은 앞으로도 지속될 것이라는 추정에 근거하고 있다. 구체적으로 한국의 주력 수출품목인 자동차와 부품, 기타 수송수단과 전기전자제품, 화공제품, 기타 제조업제품에 대한 인도와의 수출경합도는 아직 낮은 상태이며, 인도의 경우에는 자동차와 부품, 철강제품과 금속제품의 국제경쟁력이 강화되고 있지만 한국을 비롯한 여타 선진국기업의 현지생산이 중요한 역할을 하고 있다는 점을 감안할 때 일정기간 인도에 대한 한국의 비교우위가 지속될 가능성이 높다.
Abstract
Trade liberalization and regional economic cooperation are essential for economic growth in Korea and India. In this context, Korea and India is now actively considering FTA establishment between the two countries.Following the analysis of complement exporting industries between Korea and India, this study is aimed at assessing the economic effects, mainly industry output and exports via Korea-India FTA. We analyze the trade structure, tariff rate and competitiveness of both countries' exporting industries. We also adopt the capital accumulation CGE model to assess the effects of tariff elimination. It is proved that an FTA between Korea and India has positive effects on bilateral trade and thus would bolster economic growth in both countries. It is estimated that export volume will increase approximately 29.6 million dollars in Korea and 4.1 million dollars in India after the establishment of an FTA.To conclude, an FTA based on complement industry structure between Korea and India would benefit both countries. In addition, close economic cooperation is likely to expand the high technology and high value added industry sector in Korea.
