본 연구는 안산공단의 중소기업 실태 조사를 통해 중소기업의 규모별 특징(자금조달에 관한 특징)과 정부의 지원성과를 제고하는 것을 목적으로 한다. 종업원 규모가 10명 미만의 경우 1년 매출액 규모가 10억원 미만으로 한정되고, 10-29명의 소기업은 1년 매출액이 5억원 미만에서 100억-500억원에 이르기까지 매출액 규모의 폭이 크다. 즉, 이들 소기업군은 전통적인 영세기업에서부터 기술집약적인 고부가가치의 기업에 이르기까지 생산 활동이 넓고, 또한 대기업과의 연계성도 높은 기업들이다. 중소기업 진흥정책은 2차 하청기업일 수 록 금융지원 부분을 가장 많이 지적했다. 한편, 직접생산·판매의 경우 행정지원 부분에 지적하는 현상이 뚜렷하다. 가격하락 압력에 관해서는 자동차 부품생산 기업들에게서 주력 상품에 대해 가격하락 압력을 크게 받은 것으로 나타났다. 한편 요인분석의 결과는 다품종 중․소 하청기업의 생산 활동에 기업규모 요인과 연구비용 요인, 그리고 자본 및 연구능력 요인이 검출되었고, 이를 토대로 회귀분석을 해본 결과 중소기업의 매출액 증가에 영향을 미치는 요인은 기업규모 요인이라는 노동투입 요인이 크게 작용하여 노동집약적 산업단지의 성향을 보이고 있다.
Abstract
This study is aimed at reconsidering characteristics of small and medium business by its size (regarding fund-raising) and performance of governmental support, through the research on the actual condition of small business located in Ansan Industrial Complex. In case of small company of which employees are less than ten, the annual sales are limited to 1billion won, in case of small business of which employees are 10-29, the range of annual sales are broad, from less than 0.5billion to 10 -50 billion won. That is to say, the manufacturing activities of those small business groups are wide, from the traditional small business to the technology-intensive high-value business, being highly connected to big business. Small business promotion policies pointed out financial support most for the secondary subcontracted business. While, an administrative support is remarkably pointed out, for direct manufacturing and selling. The findings showed that the auto components manufacturers were given pressure to cut the price of main product. And the contribution of small business promotion policies to the companies with longer history showed a marked trend toward unhelpful from helpful.
