An integrated analysis of a U.S. policy targeting runaway and homeless youth: The Runaway and Homeless Youth Act (PL 108-96)

This study presents a systematic analysis of current U.S. policy targeting runaway and homeless youth using an integrated policy analysis framework. By answering a set of questions under the proposed policy framework, this analysis aims to understand the process and the product of the Runaway and Homeless Youth Act (PL 108-96) and to evaluate its outcomes and policy choices. The analysis is first conducted in a historical framework that focuses on the evolutionary nature of the Act. Next, the analysis of policy product examines policy goals, policy choices in four dimensions–benefit allocation, the nature of benefits, the delivery system, and the method of finance–and the social values and assumptions underlying the design of the policy. As the last step, the policy outcomes are reviewed and the appropriateness of the choices of the four dimensions is evaluated. Major findings of the policy analysis include: (a) that the RHYA has been constantly modified in response to the changing nature and scope of the runaway and homeless youth problems over the past 30 years; (b) that elements in each dimension of policy are supported by a wide range and mixture of competing social values; and (c) that the programs under the RHYA have been monitoring promising outcomes, even though intended goals of each program has not been systematically studied. The policy recommendations focusing on possible alternative means were discussed and implications for Korean youth-related policies are made.
