방치폐기물처리이행보증금 산출을 위한 고시단가에 대한 고찰

Bankruptcies or unexpected accidents in environmental facilities result in generation of wastes. Generally these wastes couldn’t be treated properly and left as it is. We called it as “abandoned waste”. After duration of IMF, generation of the abandoned wastes dramatically increased. At that time all these abandoned wastes were treated with taxes by government. However it is against the Pollutant Pays Principle (PPP). Finally government got to be established the System for the Proper Treatment, by which managers for business enterprises should guarantee some security money for abandoned waste in advance. After then, 8 years passed and some problems have been raised in official unit-prices relating to the wide difference from real unit-prices for treatment. With the official unit-prices, government could treat only partial of abandoned amount. Therefore, this study is to consider some problems in the current unit-prices system and, in consequence, to suggest improvement measures for raising effectiveness of the System.
