ISO인증기관 평가모델 연구

This study is aimed at contributing to suggesting the evaluation model development for the ISO certificate bodies concerned by developing major indexes and evaluation program for the certificate bodies certification service, and serving to help the Korea Accreditation Board positively collect requirements of the interested parties on the basis of this for qualitative improvement of the certificate bodies, through which, helping renew it as a certificate bodies equipped with global competitive power. For this study purpose, the study finally drew a conclusion through the case study home and abroad, certificate authorities' visit survey, questionnaire survey twice, and advisory committee. Thus, the finally confirmed evaluation model for certificate bodies came to consist of 6 evaluation categories, 19 evaluation indicators, and 39 detailed indicators. Each allotted point by each evaluation indicator was fixed by analytical stratified analysis[or duality comparison analysis] by surveying certificate bodies and related experts. To verify the actual applicability, usefulness, and rationality of the evaluation model devleoped by this study, the study made an analysis of the certificate bodies-graded distribution by each evaluation indicator by using the data from the Korea Accreditation Board and the surveyed data on actual conditions(2006).As the result of analysis, the evaluation model this study developed is judged to be a satisfactory one in that the model can be used to evaluate each assessment items objectively through actually applicable, useful and rationalized evaluation indicators; particularly in the aspect of usefulness, the study-developed model can afford to persuasively reflect the real situation of the certificate authorities and their points at issue through a bell curve evaluation system by each evaluation indicator.
