중국 노사관계시스템의 환경변화에 따른 행위주체별 대응과 전망

초록
중국의 노사관계 역사를 보면 경제체제와 소유제 형태에 따라서 노사관계가 다르게 나타나고 있다. 계획경제시스템으로부터 시장경제시스템으로 전환하고 개혁˙개방을 추진하면서 경제발전을 최우선 과제로 삼고 있던 제2세대 등소평(邓小平) 정부당국의 강력한 규제로 고도성장 과정에서 빈부격차 심화와 이에 따른 사회계층의 급속한 분화, 근로자들의 가치관의 급변 등이 중국 사회의 불만을 가중시켰다. 중국 제4세대 호금도(胡锦涛) 정부 당국은 이로부터 국가의 발전전략을 균형과 형평을 강조하는 조화로운 사회건설 이데올로기를 주요 정책방향으로 제시하면서 노사관계시스템에서 노·사·정 행위주체 별로 많은 변화를 가져왔다. 본 논문에서는 중국 노사관계의 현황에 대하여 노동쟁의 발생건수, 발생원인, 해결방식, 처리결과를 살펴본 다음 던롭(J. T. Dunlop)의 노사관계시스템이론으로부터 중국 노사관계의 환경(기술, 시장, 권력)변화와 제 환경의 상호작용 속에서 생성되는 시스템의 이데올로기와 규칙(Rule)에 대한 분석을 통하여 중국 노사관계시스템에서 행위주체별 대응과 전망을 제시해 봄으로써 중국 진출 한국기업들이 중국 노사관계를 보는 시각의 폭을 넓히는데 보탬이 되고자 하였다.
Abstract
The Chinese Labor Relationship turns to be different followed by patterns of different economic system and proprietorship. Accelerating reformation, which transferred from planned economy system to market economy system and economics development were the most preferential tasks to the second government led by Deng Xiao Ping. It made the gap between high and low-income families more deepen along with quick differentiation of the social classes and sharp changes of labors' consciousness that made Chinese society disgruntled. The fourth government led by Hu Jin Tao made the construction of harmonious society that focuses on the balance and equilibrium of national development. At the same time, the main policy direction, the subjects including labor, employer and employee of the industrial relation came to be more different. First we will analyze the current situation of Chinese Labor relationship. Then based on Professor J. T. Dunlop's Labor Relationship system theory this study will try to explain the actors' response and prospects of Chinese Labor Relationship system subjects through analyzing the ideology and rule that came from the change of Chinese Labor Relationship environment and reciprocity between technology, market and right.
