SCOR모델과 서비스 청사진을 이용한 군 물류체계 개선방안에 관한 연구 - 업무 프로세스를 중심으로 -

To survive rapidly changing global economy, some companies need to be changed with new techniques and management tools. Companies are able to improve customer satisfaction and efficiency of logistics system using new techniques and tools. Among these new techniques and tools we use SCOR model and Service Blueprint in this paper. The SCOR model is a process reference model, which is intended to be an industrial standard that enables efficient supply chain management. It contains a standard description of management process, a framework of relationships among the standard processes, standard metrics to measure process performance, management practices that produce best-in-class performance, and a standard alignment to software features and functionality. The Service Blueprint is used for service process analysis. It is a map or flowchart of all transactions constituting the service delivery process. It is a tried and tested quality tool and its main benefit is its capacity to allow managers and service providers to visualize an entire service process and its integrated structure. The military needs to be changed to survive the rapidly changing future environment. Thus, the military should apply new approaches to improve its logistics system. We use SCOR model and Service Blueprint simultaneously for this purpose. In spite of the similarity of both commercial supply chains and the military logistics they differ in some ways. First, the purpose of commercial supply chains is to maximize profitability. However, the purpose of the military logistics is to maximize readiness. Second, the military dose not make things but it dose maintain and repair items at depots, maintenance shops, and other locations. With this kept in mind we change “make” stage to “maintenance” stage of the military logistics in applying SCOR model to keep the same consistency as commercial supply chain. All the principles of commercial supply chain are applied to the military logistics. We analyze ‘As-Is’ business process of the Military logistics to draw current problems and then suggest improvements. In other words, we examine ‘As-Is’ business process of Military logistics and then assess wait and fail points of ‘As-Is’ business process using Service Blueprint. We compare each problem with best practices to propose improvement using SCOR model. The SCOR model used here is the modified model consisting of Source, Maintenance and Deliver processes. We derive ‘To-Be’ business process based on proposed improvements. We are able to take merits of both methods and analyze the business process more meaningfully. This study will be useful to improve the efficiency of Military logistics and provide better customer satisfaction.
