‘비핵·개방·3000구상’은 북한경제가 수출주도형경제로 전환하는 것을 가정하고 있다. 따라서 ‘비핵·개방· 3000구상’을 현실화·구체화하기 위해서는 북한경제의 국제화가 필요하다. ‘우리식 경제건설론’을 강조하는 북한의 태도, 향후 5년 이내 전망되는 북한의 개혁·개방수준을 고려할 때 북한과 국제사회와의 인식의 괴리는 커지만, 경제특구를 중심으로 그 접점을 찾는 것이 불가능하지는 않다. 신정부의 대북정책 정립에서 중요한 것은 집중과 선택이다. 우선 북한이 국제사회에 팔 수 있는, 즉 잠재적 국제경쟁력을 가진 자원에 초점을 맞추어 이를 남측 및 국제적 자원과 결합해 시너지효과를 내는 방향으로 ‘비핵·개방·3000구상’을 유연화 시킬 필요가 있다. 이미 자생력을 상실한 북한경제로서는 토지, 지하자원과 같은 부동산, 그리고 인력자원 등이 이에 해당된다. 토지리용권을 유동화하는 토지법의 제정, 인력공급 및 금융 체제의 정비 등 최소한의 개혁요구와 함께 환경권이 있는 3000달러, 경의선의 복선화, 경제특구의 역외가공지역화, 민간경제단체의 활용 등은 이를 가동화하는 유용한 수단이 될 수 있을 것이다.
Abstract
The purpose of this paper is to explore mobilization issues of the real-estate and human resources in terms of the internationalization of North korean economy. First, this paper discusses the current situation of the real-estate(including natural resources) and human resources of North Korea. Second, this paper discusses what will be reformed and opening in the Kim Jong-il's economic system in accordance with its version of socialism within five years from Oct 4, 2007 summit agreement. Even though it may be difficult to predict how the quantitative aspects of the North Korean economy will be changed, there is a general agreement on North Korea would prefers openness-oriented economic change to reform-oriented economic change. Therefore, there won't be a big difference between the minimum and maximum level of the reform in the Kim Jong-il's economic system. However, there will be asked for differential treatments and expected of the rapid change in the Special Economic Zones. At this point of view, the flexibility in the implementation of the DOT(denuclearization opening and three thousand dollar vision) should be required.
