러시아 기업들의 해외투자와 러시아 국부펀드의 창설- 신외교안보전략수단인가 아니면 세계화의 추세인가

초록
냉전종식후 러시아에서 벌어지고 있는 현상 중 하나는 러시아의 세계 제도에의 편입이다. 러시아는 냉전종식후 G8, APEC, IMF 등에 가입했고 WTO에의 가입을 추진하고 있다. 또한 2000년 이후 러시아 기업들의 해외투자도 급증하고 있다. 러시아의 해외투자를 선도하는 기업들은 25개 대기업들로 주로 석유ㆍ가스ㆍ철강분야에 집중되어 있다. 이들은 각각 자신들의 업종에서 기술력, 시장지배력, 자금의 여유 등을 확보하고 있으며 해외수출 비중도 높다. 따라서 M&A나 그린필드 방식의 투자를 통해 선진기술 및 브랜드 파워의 제고, 새로운 소비시장에의 진출 등을 위해 해외투자에 나설 만한 충분한 경제적 동기를 갖추고 있다. 이런 가운데 드미트리 메드베데프 대통령은 국부펀드를 활용한 해외첨단분야 기술에 대한 투자와 해외기업들에 대한 투자확대를 촉구하고 나섰고, 서방에서는 러시아의 첨단기술에 대한 투자의 증대 및 국부펀드를 활용한 공격적 투자 방침이 전략적 자원에 대한 비경제적 동기에 의한 투자가 아니냐는 의구심을 드러내고 있다. 러시아의 해외투자와 국부펀드의 운용방향을 놓고 벌어지는 선진국의 태도와 대응은 바람직한 것인가, 이는 중국 국부펀드의 미국내 석유회사 유노칼 인수 기도와 ‘두바이 포트 월드’의 미국 항만인수 시도 때 비등했던 보호주의 애국주의 장벽이 재현이 아닌가, 러시아는 과연 해외투자를 새로운 외교안보수단으로서 사용하는 것인가에 대한 검증이 이 논문의 주제다.
Abstract
Russian companies outward direct investment toward foreign companies has expanded rapidly in recent 10 yerars. And very recently President Dmitry Medvedev also strongly urged Russian companies for the bold investment toward foreign companies, including hitech fields. Russia's major oil and gas, metals sector companies are leading these tendencies, and they are now challenging to be global companies and well-established companies. For them there are very sound economic reasons for their investment:gaining access to new markets and technologies, upgrading their brand images and getting wider financing opportunities etc.. But there are very strong suspisous inside EU and U. S about the Russian companies investments for the foreign companies. Because these companies' governance systems are unclear, and top political elites are presiding the board, for example, Gasprom's Medvedev(before he was elected to the president of the RF), Rosnefti's Igor Sechin. So in the U. S and Europe, there are some negative opinions for these investments, they want to erecting barriers to foreign investment, making a new law like Exon-Florio, and introducing more tougher scrutiny systems for the foreign investments toward strategic field. What is the right position to the Russia's foreign investment? Is it a financial or political tools? However there is growing concern that Russian companies and Russia's national wealth funds could be used to advance a political tools, but it is difficult to rule that Russia's oversea's investments are politically motivated at least now. And it is very important to remember that Russia's national wealth fund and Russian companies investments, in operation now, make no noisy till now, to the countries' national security which they invest. It needs more time to correct judgement. And need to remember that the biggest threat to U. S and EU economic and national security is not Russian investment, but the pressures for accepting the protectionist policies toward foreign capital.
