원청의 노사관계 전략-제조업 사내하청을 중심으로-
Why are Employers Preferring Indirect Hiring?: Case Study of the Manufacturing Industry in Korea

이 글은 자동차, 전자 그리고 조선 업종에서 사내하청 활용에 기초한 원청의 노사관계 전략에 초점을 맞춘다. 핵심 질문은 첫째, 한국에서 사내하청이 어느 정도나 보편적으로 이용되고 있는가, 둘째, 원청의 사내하청 근로 활용 방식의 특징은 무엇이며, 인력관리 및 노사관계 측면에서 다른 비정규 근로활용 유형과 어떤 차이가 있는가, 셋째, 왜 한국에서는 사내하청 근로를 많이 활용하는가이다. 분석 결과 제조업에서의 사내하청 활용은 1997년 이후 매우 안정적으로 구조화되었고 활용방식도 하위 업종과 관계없이 유사하다. 또한 외국의 비정규 활용 전략과 비교하여 볼 때 한국의 원청업체는 사업 목적이나 기술의 특성과 무관하게 사내하청 활용에 대한 강한 선호를 보인다. 그리고 그 원인은 노조 등의 노동력 공급측 요인 이상으로 기업의 인사노무관리 방식, 법제도, IMF를 전후한 환경변화와 기술변화 등 노동력 수요측 요인에 있는 것으로 확인된다. 하지만 이 글은 제조업 중에서도 자동차를 중심으로 한 일부 업종의 사내하청 활용에 대한 분석으로 제한되어 있다는 점에서 향후 연구 대상을 넓히고, 사내하청 활용전략이 끼치는 효과, 특히 산업구조, 노동시장 구조 그리고 노사관계 등에 끼치는 효과를 확인하는 한편, 정책적 대안 모색으로까지 확대하는 것이 필요하다.
Abstract
This paper focuses a employer's strategy for using indirect hiring in automobile, electronics, and shipbuilding industry and tries four questions: First, Is the current trend of employment toward indirect hiring in Korea? Second, Comparing the other non-standard employment, what's the feature of indirect hiring?, Third, Why are employers using indirect hiring in Korea? According to the results of analysis, for a decade, the in-house contract has been principal tendency in manufacturing industry. The proportion of indirect hiring in the labor force has more than doubled in the last ten years. Every big companies are preferring indirect hiring, especially pseudo-separation model regardless of technology or performance objectives. Compared to other countries, it is so characteristic of a Korean business practice. This has been mainly caused by the demand for labor such as change of personnel management, underselling competition, IMF impact and the company-level bargaining system has tightened this tendency.
