This paper develops the quantitative models to find the optimal class configuration in child care centers making their operation and government subsidy efficient and examines the direction in which the operation of child care centers and government subsidy policy become more efficient. The quantitative models belong to integer programming model and are developed into the two of general model and special model. Child care centers can get a reasonably good solution (even though it is not optimal) through comparing the solution of general model and that of special model. Government subsidizes a considerable part of labor cost of child care centers and proposes a criterion for standard class-configuration because of the publicity of child care service. However, there can be the possibility of becoming more efficient by ignoring the government guideline and adopting alternative class configuration. In order to achieve the objectives of government policy and improve the efficiency of child care centers, government must prepare an heterogeneous (more classified) subsidy rates for heterogeneous child care centers rather than the current homogeneous subsidy.
