Last year oil pollution damages of huge scale occurred in Taean. Through this, I search about the carrier and shipper`s liability for oil pollution damages. Divide into this is carrier's liability for damages who is a shipowner and shipper`s liability for damages. Liability for oil pollution damages were dualized by shipper`s liability that import oil with carrier's liability that is a shipowner who breed accident while transport oil. Liability for damages at oil pollution accident occurrence loses, and takes secondary liability for damages in international oil pollution compensation fund about more damage more than priority carrier. I search whether dualized liability for damages are imbalance between responsibility of carrier and shipper.
