National Security restricts the intellectual property right. The restriction should be made within the least domain, however, if not, reasonable and entire compensation should be prepared by government. For the compensation, the national core technologies are required to be applied to the patent to receive the adjustable compensation by the patent law. Furthermore, Bayh-Dole Rule and Title 28 USC Section 1498(a) in the united states is considerable for the compensation in the restriction of the intellectual property right.
