초록

This shows the worldwide recognition of Sports right, but this does not literally mean that the idea of Sport for All has fully been realized all over the world. Immediately after the Charter had been adopted by UNESCO, I took part in the international conference on the subject of Sport for All held in Turin, Italy11 Sadao Morikawa, Another idea of Sport for all, "Taiikuka Kyiku", January 1980. and I heard a speech of Professor A. Wohl, Polish sports sociologist. He said : such a popularization of sports has been brought about and realized by a long period of struggles for workers' sport movement waged before and after the world war II, and the International Charter tells us that we still have a various kind of obstacles to the popularization of sports to be overcome. He also affirmed: as long as there really remains discrimination of class and race and there exist inequalities in the basic living conditions between the nations, particularly in the science and culture, the idea of Sport for All will be nothing but some kind of simple paper slogan if we fail to resolve them.
