Analysis of Factors Affecting the Performance of Public Technology Transfer

It is desirable to concentrate efforts on the areas where impacts on performances are great by searching out the factors affecting performances in order to enhance policy effectiveness concerned with technology commercialization, of which importance gradually increases. This paper researched domestic and foreign literature in relation to technology transfer performances and analyzed the factors affecting Korea's public sector technology transfer performances from the perspectives of organization, manpower, technology and system. In this study, the analysis of the two results identified that operation of technology licensing organizations, reward system for the relevant manpower's capabilities and performance management-related regulations contribute to technology transfer activation. Moreover, this study proposed the measures to activate technology transfer relevant to fostering of organizations exclusively taking charge of technology transfer, cultivation of relevant professionals and expansion of the reward system. This study has a great meaning in that an analysis was carried out, based on the data of unspecific and multiple public sector research institutes, unlike the existing studies. This study is considered to be a good reference to devise measures to activate technology transfer in the future.
