현대 교육복지정책의 동향과 법제의 방향

The social welfare and education have had close relationship to realize social equality and social justice for a long time in the advanced countries and they have treated the education as a kind of social welfare since the welfare state has been emphasized. but otherwise this world wise tendency, our society has no idea to see the education as one of welfare until now. So in this article, I analyzed the tendency of the educational welfare policy and its legal system in the respect of comparative law in the advanced countries( that is England, France and Japan) where the educational welfare policy goes well and is realizing the legal system for educational welfare. And in the other hand, I analyzed that we can learn what kind of suggestion from the educational welfare policy and its legal system of the advanced countries. We can accept a lot of merits from educational welfare policy of the England and france that the government id needed to manages and controls low income classes and low educated classes. especially, it is needed to accept the first invest policy of educational welfare for the slums and separated islands that the poor persons are crowded. It is needed to grow to independent for himself without social support policy even though he was born in the poor by the government support through before-school education and to promote the synthetic and systematic educational welfare policy in the standard of nation. also it is needed to make a law and cords to carry out these policy. And it is needed to co-work to make a network for helping their school life by connection to community and home. The education problems in the low educated classes can be solved not school but by attending together parents, local community and NGO. we have to find the educational welfare policy trial to set up the cooperation system. It is very hard to find a only educational welfare acts relating to education welfare in the advanced countries. we can find only acts relating to education welfare in the social welfare codes like a children welfare act. and these codes mean that the articles in the codes are not educational welfare but social welfare.
