의원발의 교육 법률안 증가와 그 영향 요인 분석

In order to examine the increase of education legislative bill of parliamentary motion and the influencing factors, the study first analyzed variation trend on education legislative bill of parliamentary motion and second, it analyzed the influencing factors on increased education legislative bill of the 17th National Assembly's parliamentary motion. In view of the purpose, the study has first compared a number of approval, registered education legislative bill of the parliamentary motion and the government's submission of the successive generations through the analysis of bill data of the National Assembly's agenda information system and analyzed process status including education legislative bill of the members of the 17th National Assembly. Second, the influencing factors for increased education legislative bill of parliamentary motion has been analyzed by categorizing the factors using the analytical framework suggested in prior literature pertaining to the influencing factors of political environment. As of the study result, the parliamentary motion for education legislative bill of the 17th National Assembly showed remarkable increase compare to the government submitted legislative bill while the approval rate showed relatively low. As for other influencing factors besides of the parliamentary motion of National Assembly, the results showed influential increase in interest groups, media, parliamentary evaluation activity of civic groups and change in education environment as well as the political system. As for the influencing factors for internal National Assembly, it showed change in supporting organizations, legislation systems, competition between political parties, change of legislation culture such as ‘working parliament’, ‘policy-focused’, and volition enhancement of law makers.
